What is already here
Nine research institutions across five regions, with named centres in quantum materials, optics, superconductivity, metrology and post-quantum cryptography. Federal grants. A state fund. Two statewide summits in two years, and a semiconductor and defense base most states would trade a great deal for.
What gets built next
Universities are built to produce science, and Texas’s do. Producing companies is a different job, with different instruments: capital that moves at a company’s speed, buildings with the slab, power and shielding that quantum hardware needs, procurement, supply relationships, operators.
That is the layer going up now, and it is why the work stays here instead of following a postdoc to another state.
The state moved early
HB 4751 created the Texas Quantum Initiative inside the Governor’s Office of Economic Development and Tourism. It passed the House 115–32, took effect on 1 September 2025, and owes its first report to the Legislative Budget Board on 1 December 2026. Its scope covers computing, networking and sensing, so it can fund work that earns revenue inside a budget cycle.
The first big award went to a metrology lab rather than a computer: $4.8 million to UT Austin’s QLab. A supply chain needs measurement first.
